If you're really low on budget the cheapest and the safest acco (in price segment) you'll find in mumbai is the the retiring rooms at the major stations. they charge you for 12 hours (8 to 8). if you can some how convince, the max they can allow you would be a stay for 48 hours. Same is valid on your return ticket ticket PNR, so effectively you can stay for 4 nights at the railway retiring rooms itself. (make sure you book AC room)

Lodges / budget rooms can be found across the metropolitan, it'll more depend on place you have to visit.

you need at least 10k for a respectful living. eating out is cheap and street eating is not a problem usually, if possible use the local train for travel within city, most convenient and cheapest means of getting around.

auto better known as rickshaw there are genuine & go by meter.

For a first timer i'll say that people might sound arrogant and indifferent to talk to but are helpful, if not friendly. dont be afraid asking for help if lost, if someone doesn't entertain its just because for them time is money.

and if travelling any sooner. carry an umbrella.

There are 5 major stations where long distance trains terminate - Bandra, Dadar, Kurla (Lokmanya Tilak Terminus), Mumbai Central and CST (VT). Where is your train terminating or where do you intend to get down? If at CST, there are many small, cheap lodges (may not be very clean) nearby. At other places, you will have to do some searching. Food, especially street food, is very cheap. A very conservative estimate would be Rs.12,000 to Rs.15,000, shopping not included.
